The magmas is a weird shield (since it is impossible to have both strength and divine favor), but its max armor, low req, and -2 while enchanted, and people like that graphic, so it ought to get you 20K or more if you decide to sell it.
Tall shields I'm something of an expert in, and I think those mods make more practical sense, since the creatures or players who hex you are also the ones who tend to strip or shatter your enchantments, when you lose the health bonus, you could easily pick up the damage reduction benefit. If it were a little more health while enchanted, I'd say it would be extremely valuable. As it is, its probably worth 40K or more to the right person. I collect them (tall shields), but have better, so I would not offer that much myself anymore, but it is definitely an interesting and cool shield.

Actually, from the way I'm reading that, you have the required Strength to use the shield itself. Then, 19% of the time, when you use skills you are assumed to have Divine Favor +1. Since you'd be a warrior to have the strength requirement passed, that means you would then have a Divine Favor 1 score. Given Divine Favor adds bonus healing to used skills, this would just mean that you have a 19% chance when you use a skill to get a little bonus healing.
At least that's how I'm interpreting it.

Indeed, that's what I'm thinking as well.
